USAID Caring for Vulnerable Children (CVC) activity

The USAID Caring for Vulnerable Children (CVC) activity improves health and well-being outcomes for orphans and vulnerable children (OVC) in Ethiopia. Funded by the U.S. Agency for International Development (USAID) under the U.S. President's Emergency Plan for AIDS Relief (PEPFAR), the project provides technical assistance to the Government of Ethiopia and local partners to increase access to and uptake of services — to improve health, nutrition, economic security, education, protection and psychosocial well-being among OVC and their caregivers and families — and to strengthen resilience.

FHI 360 implements the CVC activity through 23 local implementing partners, in collaboration with the Ministry of Women and Children Affairs, the Ministry of Labor and Social Affairs and the HIV/AIDS Prevention and Control Office and with technical support from the three consortium partners: Plan International, RETRAK and the Ethiopian Society of Sociologists, Social Workers and Anthropologists.

Operating at the national level and within 124 woredas (districts), the CVC activity works toward these results:

  • Government structures have the capacity to facilitate high-quality services
  • Parents and caregivers have the capacity to access services
  • High-quality, developmentally appropriate services are available to OVC
  • High-quality services are available to hard-to-reach OVC, including children living and working on the streets and children of female sex workers

The CVC activity implements an integrated approach, addressing comprehensively all aspects of the PEPFAR Framework for the Protection, Care and Support of Orphans and Vulnerable Children.
